A flower for Busan

A gate between sea and land

We have a camellia in front of our door, we look after it to charm our children, our grandchildren, to say welcome to our visitors.
This island, Gadeokdo is a gate between the sea and the land, a small islet to make meet sea people and ground people.


The development of Busan let preserve :

  • Original nature: the mountain, the forest, the sea, shores, the lagoon.

  • The history of the place such as the men has moulded it: villages, fishers, aquiculture, and terrace cultivation.

The island must evolve making possible to give an employment to everyone which reside there, and, if it is possible, to give capacity to go and work in Busan.

The island must, by preserving its state such it is currently, open to the others its wealth :

  • Develop a research centre on sea and new energies

  • Develop an international seminar centre having topics the exchanges between land and sea.

  • Receive vacationers when there is not seminar.

  • Organise an home base for sailing boats (arrival and start). The navigators in the sailing boats are the ambassadors of the beauties of the sea, silencer, respectful of their environment.

  • Receive the day visitors coming from Busan.

The first pole on the lagoon, is a meeting place between the men and the sea.

A second pole, close to the Southern part, can receive small regatta boats that lone can put at ground.
There can be regularly an activity for the weekend and in spring or in summer national or international competitions.

This concentration in two points only makes possible to better respect environment and, thus, to preserve future.

The lagoon keeps its original state and its installation is reversible because all its implantation is removable, that makes possible to dredge and clean more easily by moving the houses.

A specific study must be made to maintain and increase its depth at some places and to avoid its silting by using dredging and currents.

The southern implantation uses the hole of the career to build a congress center and regatta center integrated into the volume of the mountain.
During the weekends and the holidays, the day visitors can enjoy the island under all its aspects:

  • Watersides

  • Mountain footpaths

  • Edges of the lagoon

  • Rest in coffees and restaurants.

If we want keep the character, the nature of the island, it is necessary to limit the number of inhabitants, congressmen and day visitors.

This limitation will be done by the control of fixed or floating constructions number, and by the control of the flow which comes on the island.

The motor vehicle traffic is reserved exclusively for maintenance (equipment, accommodations) and safety.
A tram will transport men and goods.
Maritime shuttles will give a second way for access and displacement.
Lastly, the pedestrian transit will be the more used transport.
Car parks, close to the entrance points will receive cars of the permanent residents and certain visitors.

As the island goes s' to equip, it will be necessary to make an effort to renew and improve the existing habitat.
The traditional habitat will be maintained in its current influence. This influence with the need will be slightly increased.

All fixed or floating constructions are energetiquement neutral. Two types of solar panels equip them: thermics for the heating and warm water, photovoltaic for electricity.
Electricity exchanges with Busan allow to compensate for the overproduction or the under-production.

New tanks are built in the marsh near the lagoon to elutriate and store the water which comes from the hills. A treatment for the water allows to purify and to recycle it for hygienic use (toilets, showers).
It is perhaps necessary to set up a double circuit of water.

All is made so that the island remains a flower, a paradise, an open gate between the land and the sea.

The advantages of Gadeokdo

What is doing the value of Gadeokdo is what it has always been :
The mountain
Its vegetation
The sea
The lagoon

And what the men have done of it :
The villages
The cultivated land, in particular terrace cultivation
The fishing
The aquaculture

The objective of the development is :

  • To preserve what exists and what is fragile : the mountain, the forest, The wild nature, the coast, the lagoon, the terrace cultivation

  • To improve the local settlement, the aquaculture

  • To adapt the fishing to the actual marine environnment

  • To show to the visitors all this wealth by developping a research center, a meeting and conference center, a reception for the cruising boats, a regatta center, a reception for the day visitors which are coming from Busan.

The mountain

It is kept as well as today with only few footpaths.
The walker will have to stay on the ways in order to preserve the forest, the scrubland which are fragile.
The number of walkers on the ways must be into reasonable limits to keep the Walk pleasant and to encourage them to stay on the ways.

The total length of the footpath is about 27 km.
They cannot reasonably receive, at a specific moment, more than 2 500 walkers. The other walkers are on the squares, in the restaurants…
The integrated toilet blocks will be located each 2 km.

The cultivated land

The terrace cultivation should be preserved (if necessary, subsidized in order to keep the traditional nature of the actual lower part of the hill.
Fishing, aquaculture should be done the object of special cares to preserve an environmental quality and keep a number of job for the island’s residents.

The villages

For the permanent inhabitants, the villages will keep their actual influence, with a light widening when it is necessary.
The villages will be restored in the same time than the evolution of the habitat.
The houses, in order to improve comfort, will be replaced. They will have one floor, will be closer together probably and will keep place for the garden in the back.
The new houses, progressively constructed, will be more insulated. They will be equipped of solar thermic and electrical panels as the other new constructions.
It may be the subject of an specific research so that the progress of the houses and village structure will be wanted and accepted by the residents.

The development of the hotel business, the restaurants for the congressmen, holiday visitors, tourists will be done on two main sites :

  • An floating organization on the lagoon,

  • A hotel complex in the South-Est quarry.

The lagoon

The lagoon may be the subject of a particular research and handling.
A hole will be done in the Est isthmus for the traffic of the sailing boat and of the floating buildings which arrive from the naval shipyards.
A research of modelling in pool will show the consequence of the arrangement of the sea walls with the currents : deepening of the bay or preventing a rapid silting up.

Dragging of the sud-est of the bay will put the height of the water at low tide between one to three meters depending on the needs.
The mobile site of the future buildings, pontoons, boats will ensure in futur a better maintenance of the bay.

It is audacious to maintain the bay. It can success. The risk is really worth it. In case of, in futur, the dredging study turns out incorrect, the floating builings could be used elsewhere.

This situation ensure as well preserve future and keep the bay at the most original state.

The floating town

The floating town will be made up of:

  • a big path wich ends up in a principal square with the auditorium of 2000 places (conference, concert...),

  • little hotel villages with their work rooms grouped together on secondary pontoons,

  • restaurants, pubs,

  • network of pontoons for welcome sailing boats,

  • the port authority building with its lookout and the sailing club (near the entrance, at Est)

  • a square and two little square for receive the visitors from the tramway (At the beginning of the big path). The squares are surrounded by light buildings made up of restaurants, shops and house of the managers.

  • an artisanale zone for the sailing maintenance at est

  • a little center of oceonegraphic research at Est too.

All the site, on sea, isn't dense. We will feel all the time the nearness of the water, the shimmer of the mountain in the lagoon.

The auditorium, the hotels, the work rooms, the restaurants, the boats are organized and placed in order to create a living space pleasant to live.
The moving of the boats is funny in the opposite of the usual park marinas where there is optimization of the water surface.

All the roofs stayed out of the South are covered with dark photovoltaic panel. It mirrors the sky and create an additional play.
The roof northern will have aluminium roofing.

The buildings are constructed on waterproof caissons divided into compartments.
The buildings are conceived to stand up to 200 km/h winds (55m/s) and to the moving of people on a side (maximum incline 2° and 15 cm dip for the hotels, maximum incline 0,5° for the restaurants, 0,25° for the auditorium).
The draft of the caissons is 80 cm.
In case of an accident, the pontoon rests on the bottom of the lagoon and the occupiers can go to the floor waiting the rescue team.

The superstructure are generally made of wood.

The big hall accomodate 2000 places (50x50 m).

To reach it, a square can receive, if necessary, 3000 persons.
The roof of the big hall is a set of solar panels which remind of the sea waves and surrounding mountains.
It is an useful landmark for all the floating city.
The hotels, work rooms are in buildings 15 m thick and 20 to 50 m long. They are on two levels.
Dimensions of the restaurants are more diverse according to their place, their size (from 20x20 m to 30x30 m). The play of their roofs, a little more free, breaks the monotony of the hotels.

The entrance of the port

After the boring of the isthmus, a rotating bridge allowing the access to north will be set up or the North-western bridge will be widen.
A protection for the entrance will be necessary. That could be a fixed dam or a removable floating dam which will manage as well as possible the flow of the currents to support the not-silting of the lagoon.

The South pole

In the southern career a volume of 120X120X30 m is to be reconstituted. : On 8 levels, successive steps with terraces and gardens

  • 1000 inhabitants,

  • 700 rooms,

  • An auditorium of 900 places,

  • 20 rooms of work for 10 to 50 people,

  • 3 restaurants,

  • A club for 300 people

  • 3 bars.

Will be built.

In the east part of the island, an area (20m x 100m ) is reserved for 200 little sailing boats ( 2m x 4,50m).
In the west part, an area 20m x 50m for 80 little sailing boats.

This pole can organise regattas :

  • In the east, 2 Olympics round, diameter 1,2 to 2 miles, each one grouping 4 series of boats with differed departures.

  • In the west 1 Olympic round grouping 2 series of boats.

We choice the south pole for regattas because it is the only place where 3 areas for regattas are possible. More , for cuising boats, only the lagoon will give a shelter large enough.
The south building will rise in the mountain, by creating terraces, the roofs in solar panels thermal and photovoltaic exposed to the south will create a play similar to the terrace cultivation.
The inhabitants, with the going in the corridors, looking to the windows, the terraces will be always in the presence of the sea.

A harmonious island for the local residents or for the visitors

The goal is to create economic conditions and environmental harmonious for those which live for a long time in Gadeokdo.

Number of inhabitants today :
3000 to 3500 working

On this number: 2000 will be able to find an activity on the island

  • 50 activities of fishing and aquiculture

  • 50 - 100 administration, organizes, general maintenance, buildings, Roads

  • 1500 to 1800 in the new tourist activities, maintenance, reception, restoration. …

300 to 1000 inhabitants will go every day to work in Busan because their qualification will not allowed them to find a work in the island.

In the opposite, 200 to 300, will have to come from Busan and live here for the management of the new station.
Residences on land or in the floating city or in the southern city will have to be envisaged.

Generally there is a total of 10 000 to 14 000 persons. They have to be managed, feeden, kept occupied.

The limits

It is important to limit the circulation of persons ( day visitors, congressmen and navigators going for a walk).

The good preservation and the good economy of the island need an relatively constant activity all the time.

It leads to make attractive the regular activities : congress, research, facilities maintenance, buildings, nature, fishing, the little agriculture. All of that to create an harmonious life on the island. So that the visitors, the residents respect themselves and have respect for the island and its nature.

The development of the island will be progressive:

  • progressive tramway construction

  • progressive construction and development of the lagoon

  • progressive construction of the southern centre

  • progressive improvement in housing of the residents.


The service road is reserved for maintenance and safety.
The transport of persons is done :

  • By the tramway, in continuation of Busan subway.

  • By the regular maritime shuttle's service around the island and from Busan.

  • By the footpaths.

  • One or two car parks situated in front of the island (possibly for the residents). Private park cars on little islands with the increase of the income and the number of cars, damage a lot the quality of life.

The tramway from 100 to 125 persons will have a frequency of 5 or 10 minutes for the northern part and of 10 minutes for the South pole.
It is enough for the service of the island.


The solar daily provision varies from 3,82 to 4,60 KWh per m² per day. It is relatively regular.

For the water city

The needs of heating for 68 000 m² correctly insulated are 28 700 Kwh per day during the hibernal months.
The electrical needs are 3,2 Kwh per congressmen and 4Kwh per visitor. It's to say a need of 6 400 Kwh per day.
The roof surfaces southern exposed are 30 500 m².
12 000 m² are assigned to the heating with a yield of 60% (average 4 Kwh/d).
18 500 m² are assigned to the electric production, a yield of 15% and a loss of 24%. The production is 6 500 Kwh/d.

Annually the electrical production is excess :
2 362 000 Kwh/d for a need of 1 100 000 Kwh/d.

A balance however will be necessary between the day and the night.

For the South Pole

The assessment is equivalent.

Surface assigned to the electrical production : 10 000 m²

The balance is obtained for the winter, and excess on the whole year.

For the year housing and the public buildings

It will need an evolution to arrive to an energetic rentability. It will be more difficult to reach it.


The needs of the actual and futur inhabitants with the predicted increase need a lot of efforts :

  • Collect the flow of the drain,

  • Create tank near the lagoon,

  • Create sewage treatment plant,

  • Create perhaps double water circuit (bathroom, drinking water)
